Catholic Charities in Illinois refuses to accept same-sex and unmarried couples for adoption or foster parenting. The state recognizes civil unions, and it wants to withdraw the charity's funding for such placements.

"The concern I have with a lot of families is that when they adopt they may not always see it as a permanency nowadays, because there’s a lot of availability to disrupt adoptions," says Dr. Ronald Federici, a neuropsychologist.

It allows a birth parent to choose the people who will adopt the child and to stay in contact with them and the child.
