John Roberts Memo on Pardons for Abortion Clinic Bombers

At the time of this February 1986 memo, John Roberts was serving as senior adviser to President Ronald Reagan. In the document, Roberts responds to a request from then Representative Romano Mazzoli that Reagan respond to rumors that he was considering select pardons for abortion clinic bombers. In this draft response, Roberts says that regardless of their end goals, the bombers were nonetheless "criminals."
