In order for any other person of color can qualify, they have to chose a side. And, I'm sure they wouldn't like to consider themselves what is being ostracized. I can also see where two birds can be killed with one stone, because this will surely create dissension hence segregation, where it is stated that it doesn't exist....divided they fall.
