The Northern Areas is not an official province of Pakistan, but administered from Islamabad by the Federal Minister for Kashmir Affairs, Northern Areas, States and Frontier Regions. The region does have a locally elected body, the Northern Areas Legislative Council, which has a total of 24 directly elected representatives -- six each from the Gilgit, Diamir, and Baltistan districts and three each from the Ghizar and Ghanche districts. Bills passed by the Council cannot become law without the imprimatur of the Federal Minister for Kashmir Affairs, who is a member of the Council.
