On March 16, 2006 – the 18th anniversary of the gas attack – Halabja residents staged a demonstration, blocking the main road to the Halabja Monument to prevent government officials from attending the annual ceremony at the memorial. Demonstrators said they were fed up with authorities coming to the memorial each year and making "empty promises" to rebuild the town.
