{"id":18411,"date":"2019-04-19T08:22:52","date_gmt":"2019-04-19T16:22:52","guid":{"rendered":"https:\/\/www.pbs.org\/independentlens\/?post_type=blog&#038;p=18411"},"modified":"2023-09-06T15:59:56","modified_gmt":"2023-09-06T22:59:56","slug":"stepping-up-for-homeless-black-people-in-oakland","status":"publish","type":"blog","link":"https:\/\/www.pbs.org\/independentlens\/blog\/stepping-up-for-homeless-black-people-in-oakland\/","title":{"rendered":"Stepping Up for Homeless Black People in Oakland"},"content":{"rendered":"<p><strong>By Pendarvis Harshaw<\/strong><\/p>\n<hr \/>\n<p><span style=\"font-weight: 400;\">The <em>Independent Len<\/em>s documentary <a href=\"https:\/\/www.pbs.org\/independentlens\/documentaries\/charm-city\/\"><em>Charm City<\/em><\/a> brings to mind the long list of urban American cities that fall into the same category as the Baltimore seen in that film: Detroit, Newark, Compton, and Oakland, to name a few. They\u2019re all post-industrial towns, where the closure of factories, underfunding of public education and over-policing of people of color decimated whole communities. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Here in Oakland, the issues are well documented: the police department has been under a federal monitor for the better part of the past two decades, the public school district has had financial woes for years\u2014which led to a teacher strike earlier this year. And two of the three professional sports teams that call the city home will be leaving in the next two years.<pullquote class='left'>&#8220;In the Civil Rights Movement, it was the radio. In this new wave, it\u2019s the podcast and Twitter.&#8221;<\/pullquote><\/span><\/p>\n<p><span style=\"font-weight: 400;\">There\u2019s no shortage of problems to tackle in a town that\u2019s seemingly always featured on the \u2018Most Dangerous City in America\u2019 list. But as in <em>Charm City<\/em>, there are people in the community stepping up to try to make a difference. People like\u00a0<strong>Blake Simons<\/strong> and <strong>Delency Parham<\/strong>, the leaders of <\/span>The People\u2019s Breakfast Oakland<span style=\"font-weight: 400;\">, have a method to the madness: provide for people\u2019s basic needs and a city will be a better place for all.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Well, it\u2019s not that simple. It\u2019s not just a matter of serving hot breakfast to a few hundred unsheltered people once a month\u2014but their efforts are a step in the right direction.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cYou can\u2019t do anything else if the basic necessities aren\u2019t taken care of; food and shelter are the basic things people need for survival out here,\u201d says Parham over the phone. And then he used himself as an example, saying that he couldn\u2019t do any of the work he does without having meals and a place to call home. \u201cBefore we talk about large scale things, we need to take care of the basics first,\u201d says Parham.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Simons adds, \u201cYou can\u2019t expect to have a revolution on an empty stomach.\u201d<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">We in the field serving the people of Oakland this morning. @PeoplesBreakOak <a href=\"https:\/\/t.co\/8rmaxnOMx4\">pic.twitter.com\/8rmaxnOMx4<\/a><\/p>\n<p>&mdash; Abbas (@Abbas_Muntaqim) <a href=\"https:\/\/twitter.com\/Abbas_Muntaqim\/status\/1117480295391842304?ref_src=twsrc%5Etfw\">April 14, 2019<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p><span style=\"font-weight: 400;\">Over a recent weekend, the two organized a crew, used donations to buy supplies for food and sanitary kits, and<strong> fed over<\/strong><\/span><strong> 200 folks in West Oakland<\/strong><span style=\"font-weight: 400;\">. None of this would be possible without the support of their fan base, many of whom follow them on<\/span> <span style=\"font-weight: 400;\">social media<\/span><span style=\"font-weight: 400;\">, tune into their podcast (<\/span><span style=\"font-weight: 400;\">The Hella Black Podcast<\/span>)<span style=\"font-weight: 400;\">, and donate to<\/span> <span style=\"font-weight: 400;\">their Patreon<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cTwitter has been a way to raise money,\u201d says Simons, whose own\u00a0<\/span><span style=\"font-weight: 400;\">twitter<\/span><span style=\"font-weight: 400;\">\u00a0has over 25 thousand followers. \u201cUsing Twitter and the podcast as a tool for liberation plays a big role in spreading the model. It allows us to get the message out about our politics. In the Civil Rights Movement, it was the radio. In this new wave, it\u2019s the podcast and Twitter.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In October of 2018, right before the Black Panther Party for Self-Defense\u2014the internationally known Civil Rights organization which first started the idea of a free breakfast program in Oakland\u2014celebrated 52 years since its founding, <\/span><span style=\"font-weight: 400;\">an article<\/span><span style=\"font-weight: 400;\"> came out in <em>Playboy<\/em> magazine highlighting Simons and Parham, who are keeping the Panthers&#8217; legacy alive.<\/span><\/p>\n<iframe loading=\"lazy\" src=\"https:\/\/player.pbs.org\/viralplayer\/2365651399\/\" width=\"512\" height=\"376\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\" seamless=\"\" allowfullscreen=\"allowfullscreen\"><\/iframe>\n<p><span style=\"font-weight: 400;\">Like the Black Panther Party, Simons and Parham\u2019s efforts are community funded and focused. Not only do they feed people, they advocate for social justice and push for abolition of the prison system\u2014all in effort to show people alternatives to being dependent on a government that has oppressed low income people and people of color.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to this<\/span><a href=\"https:\/\/www.forbes.com\/sites\/eriksherman\/2018\/12\/29\/homelessness-has-racial-gender-and-age-disparities\/?sh=76d851493c36\"><em> <span style=\"font-weight: 400;\">Forbes<\/span><\/em><\/a><span style=\"font-weight: 400;\"> article covering HUD&#8217;s <\/span><i><span style=\"font-weight: 400;\">2018 Annual Homeless Assessment Report<\/span><\/i><i><span style=\"font-weight: 400;\"> (AHAR) to Congress<\/span><\/i><span style=\"font-weight: 400;\">, \u201c<strong>African Americans, who make up about 13% of the general population, were 39.8% of homeless people\u2026 or triple their percentage of the population.<\/strong>\u201d\u00a0<\/span><span style=\"font-weight: 400;\">The same article notes that 30% of all unsheltered people in the US are in California.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That drastically disproportionate number of unsheltered African Americans to the total African American population is no different in Oakland, where this 2018<\/span> <i><span style=\"font-weight: 400;\">East Bay Express <\/span><\/i><span style=\"font-weight: 400;\">article<\/span><span style=\"font-weight: 400;\"> noted that <strong>roughly 68% of unsheltered people in Oakland are African American<\/strong>. And at the same time, African Americans only account for<\/span> <span style=\"font-weight: 400;\">28%<\/span><span style=\"font-weight: 400;\"> of the population in Oakland\u2014and that number, from a 2010 Census, is likely now a generous estimate.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">When asked why it\u2019s important for Simons and Parham\u2014two African American men with Oakland roots, and who have day jobs in the world of education\u2014to serve this population, Parham says, \u201cIf we don\u2019t take care ourselves, no one will. Look at the history of this country, we can\u2019t expect anyone to take care of Black folks, except Black folks.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Simons adds that the group prides itself on \u201cbeing in the field\u201d with their politics, and \u201cengaging with those who\u2019ve been the most impacted by the white supremacist capitalist state.\u201d He notes that the majority of people they serve are African American; and most are elders.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So Simons sees the work as a survival program, and asks the rhetorical question, \u201cIf we can\u2019t feed our people and provide, how can we talk about revolution?\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Word of their work is spreading. They\u2019ve held live podcast shows at Loyola Marymount University, UC Santa Barbara and in their hometown of Oakland. (In fact, they\u2019re scheduled to do another live recording at The New Parish in Oakland on June 9<\/span><span style=\"font-weight: 400;\">th, 2019<\/span><span style=\"font-weight: 400;\">.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">When asked about an overall goal for Oakland, Parham says, \u201cIt\u2019s hard to not get into utopian stuff, I\u2019m trying to be real,\u201d with a laugh. And then Parham gets serious and says, \u201cI would like to see Oakland get into a place where [the] Black population is increasing and thriving. A lot of Black folks are struggling and people come to the Bay Area for Black culture.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Simons added to Parham\u2019s thread by saying, \u201cI want to see Oakland &#8216;hella Black,&#8217; and I want to make this a model for revolution. Oakland has always been a radical hub for Black folks, I want to carry on that tradition.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Simons concludes, \u201cPeople have a classist view of revolution. Revolution really comes from the bottom up, centering Black poor folks, Black queer folks, etc. [It] comes from the people, not from the institutions. That\u2019s why we pride ourselves in being with the people.\u201d<\/span><\/p>\n<hr \/>\n<p><em><strong>Pendarvis Harshaw<\/strong>\u00a0is a journalist from Oakland, California.
