That question is at the center of the provocative documentary <\/span><a href=\"https:\/\/www.pbs.org\/independentlens\/documentaries\/the-big-payback\/\"><b><i>The Big Payback<\/i><\/b><\/a><span style=\"font-weight: 400;\">, which focuses especially on a groundbreaking reparations bill in Evanston, Illinois, to address housing discrimination. The film also looks at the national debate to redress slavery and ingrained racism, and the effort to get reparations bill H.R. 40 passed since being introduced by U.S. Rep. Sheila Jackson Lee in 2019.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The film&#8217;s co-director <\/span><b>Erika Alexander<\/b><span style=\"font-weight: 400;\"> has had a long successful career as an actress, garnering two NAACP Image Awards as a performer in the series<\/span><i><span style=\"font-weight: 400;\"> Living Single<\/span><\/i><span style=\"font-weight: 400;\">, and appearing in so many great roles since. She is also a creator, \u200b\u200bproducer (including for the acclaimed doc <\/span><i><span style=\"font-weight: 400;\">John Lewis: Good Trouble<\/span><\/i><span style=\"font-weight: 400;\">), activist, and co-founder of an innovative production company\u2014to say she wears a lot of hats wouldn&#8217;t do all her work justice.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For <\/span><i><span style=\"font-weight: 400;\">The Big Payback, <\/span><\/i><span style=\"font-weight: 400;\">Alexander partnered up with award-winning docmaker and educator <\/span><b>Whitney Dow<\/b><span style=\"font-weight: 400;\">, whose two decades of work (including <\/span><i><span style=\"font-weight: 400;\">POV<\/span><\/i><span style=\"font-weight: 400;\">\u2019s <\/span><a href=\"https:\/\/www.pbs.org\/pov\/films\/twotownsofjasper\/\"><i><span style=\"font-weight: 400;\">Two Towns of Jasper<\/span><\/i><\/a><span style=\"font-weight: 400;\"> and <\/span><i><span style=\"font-weight: 400;\">Independent Lens<\/span><\/i><span style=\"font-weight: 400;\">&#8216; <\/span><a href=\"https:\/\/www.pbs.org\/independentlens\/documentaries\/when-the-drum-is-beating\/\"><i><span style=\"font-weight: 400;\">When the Drum Is Beating<\/span><\/i><\/a><span style=\"font-weight: 400;\">) has focused on race and identity. Their collaboration evolved from their <\/span><a href=\"https:\/\/www.blackeffect.com\/shows\/reparations\"><i><span style=\"font-weight: 400;\">Big Payback<\/span><\/i><span style=\"font-weight: 400;\"> podcast series<\/span><\/a><span style=\"font-weight: 400;\">, which they talk more about below. They also touch on how viewers can use the doc as a discussion tool, and what a future with reparations could look like. <\/span><\/p>\n<hr \/>\n<p><b>Evolving from Podcast to a Documentary<\/b><\/p>\n<p><b>Erika<\/b><span style=\"font-weight: 400;\">: The journey from podcast to film was wild. Both are balancing acts, done standing on one leg, while moving on a fast train.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">[Making] the documentary was <\/span><span style=\"font-weight: 400;\">brutal<\/span><span style=\"font-weight: 400;\">, because it\u2019s real life, and life must be captured &#8220;or else&#8221;\u2014COVID-19 be damned! Whitney was our relentless captain. Along with our Chicago team, all MVP\u2019s, braving everything, including sickness and death, to get the filming done.\u00a0<\/span><\/p>\n<iframe loading=\"lazy\" src=\"https:\/\/www.iheart.com\/podcast\/1119-reparations-the-big-pay-b-77492333\/episode\/introducing-reparations-the-big-payback-77492338\/?embed=true\" width=\"100%\" height=\"300\" frameborder=\"0\"><\/iframe>\n<p><span style=\"font-weight: 400;\">The podcast was a &#8220;mic-riot&#8221; of impossible interviews from social justice titans, woven with our personal stories, to create an entertaining show. Our small team cobbled our different styles together to make one unique voice. Full disclosure, we had a few \u201cbumps\u201d in the road getting to know each other, but with only five weeks before our first episode debuted, for Black History Month, on the Black Effect Podcast Network\u2014we pressed on. And we had to do everything all at once! We\u2019re proud of the results. <\/span><i><span style=\"font-weight: 400;\">The Big Payback<\/span><\/i><span style=\"font-weight: 400;\"> podcast is an experimental mash-up of interviews, stitched together with gum, moxie, and prayer, to make an unusual form of educational, political, irreverent entertainment! It\u2019s <\/span><i><span style=\"font-weight: 400;\">Schoolhouse Rock<\/span><\/i><span style=\"font-weight: 400;\"> meets\u2014the poor version of\u2014NPR\u2019s <\/span><i><span style=\"font-weight: 400;\">Radiolab<\/span><\/i><span style=\"font-weight: 400;\">!\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Whitney and I learned we had a long way to go in personal growth to meld together as creators from two different backgrounds. But we and our team rallied. So [we] could use our experiences, differences, and creative powers to \u2018connect\u2019 <\/span><i><span style=\"font-weight: 400;\">The Big Payback<\/span><\/i><span style=\"font-weight: 400;\"> duo, and successfully launch on two different formats, for a diverse, multigenerational audience. As a director, I am used to having the luxury of being behind the scenes and using other people&#8217;s voices as a proxy for my own, and I felt very exposed by the form. Erika was, of course, very comfortable in the environment, and taught me, among other things, that if you breathe while speaking, it keeps people from thinking you&#8217;re being strangled during the recording.<\/span><\/p>\n<p><b>Coming Together to Work on<\/b><b><i> The Big Payback<\/i><\/b><\/p>\n<p><b>Erika:<\/b><span style=\"font-weight: 400;\"> Joy Reid, journalist and mutual friend, introduced us. We were both thinking about working on a reparations documentary. Joy had the brilliant idea [for us] to do it together. Frankly, I\u2019m surprised we both survived the affair, but the upside was we sure saved on toilet tissue, whiskey, and dish soap! \ud83d\ude09\u00a0<\/span><\/p>\n<p><b>Whitney<\/b><span style=\"font-weight: 400;\">: Joy brought us together, and we quickly bonded over our mutual belief that the divide between Black and white Americans, and the remediated crime of slavery and systemic racism forms the foundation of many of the challenges facing our country today.\u00a0\u00a0<\/span><\/p>\n<p><b>Why the Evanston Story of Reparations?\u00a0<\/b><\/p>\n<p><b>Whitney: <\/b><span style=\"font-weight: 400;\">Robin [Rue Simmons\u2019] story was so powerful because she was making history in real time.<\/span><\/p>\n<p><b>Erika:<\/b><span style=\"font-weight: 400;\"> What appealed to us was a chance to watch Robin, a Rosa Parks-type figure, make history in front of our eyes\u2026\u2019Nuff said. <\/span><\/p>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-26313\" src=\"https:\/\/www.pbs.org\/independentlens\/wp-content\/uploads\/2023\/01\/big-payback-Robin-Rue-Simmons-in-DC.jpg\" alt=\"Robin Rue Simmons in DC at night\" width=\"1600\" height=\"900\" srcset=\"https:\/\/www.pbs.org\/independentlens\/wp-content\/uploads\/2023\/01\/big-payback-Robin-Rue-Simmons-in-DC.jpg 1600w, https:\/\/www.pbs.org\/independentlens\/wp-content\/uploads\/2023\/01\/big-payback-Robin-Rue-Simmons-in-DC-600x338.jpg 600w, https:\/\/www.pbs.org\/independentlens\/wp-content\/uploads\/2023\/01\/big-payback-Robin-Rue-Simmons-in-DC-1280x720.jpg 1280w, https:\/\/www.pbs.org\/independentlens\/wp-content\/uploads\/2023\/01\/big-payback-Robin-Rue-Simmons-in-DC-768x432.jpg 768w, https:\/\/www.pbs.org\/independentlens\/wp-content\/uploads\/2023\/01\/big-payback-Robin-Rue-Simmons-in-DC-1536x864.jpg 1536w\" sizes=\"auto, (max-width: 1600px) 100vw, 1600px\" \/>\n<p><b>What Should or Could Reparations in the Future Look Like?\u00a0<\/b><\/p>\n<p><b>Erika:<\/b><span style=\"font-weight: 400;\"> The subject is complex and made more difficult by America\u2019s failure to address it after reconstruction was destroyed. But it\u2019s gonna be a big buffet created by many chefs. Let\u2019s just hope the final meal is good and won\u2019t cause too much indigestion!\u00a0<\/span><\/p>\n<p><b>How Did Their Views on Reparations Evolve Since Starting on <\/b><b><i>The Big Payback<\/i><\/b><\/p>\n<p><b>Erika: <\/b><span style=\"font-weight: 400;\">Directing this film gave me a first-rate education from so many phenomenal people pro and con. So my views have \u201cevolved.\u201d I was always <\/span><i><span style=\"font-weight: 400;\">for<\/span><\/i><span style=\"font-weight: 400;\"> reparations, but now I know why it must happen <\/span><i><span style=\"font-weight: 400;\">now<\/span><\/i><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><b>Whitney:<\/b> <span style=\"font-weight: 400;\">Coming in I thought the main challenge to reparations was going to bring white Americans into the reparations discussion. And while that challenge still remains, I had no idea how complex and fractured the debate was within the Black community.<\/span><\/p>\n<div class=\"pbs-viral-player-wrapper\" style=\"position: relative; padding-top: calc(56.25% + 43px);\"><iframe style=\"position: absolute; top: 0; width: 100%; height: 100%; border: 0;\" src=\"https:\/\/player.pbs.org\/viralplayer\/3069299325\/\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/div>\n<p><b>What Is White People&#8217;s Responsibility?<\/b><\/p>\n<p><b>Whitney: <\/b><span style=\"font-weight: 400;\">As a white person I don&#8217;t think it is my place to say what reparations should look like, or who should get it; these are complicated questions and there is a robust debate in the Black community about just what reparations looks like. I believe that my responsibility, and the responsibility of all white Americans, is to advocate for processes that help Americans grapple honestly with their country\u2019s past, and develop programs that help make amends for the injustice endured by generations of Black Americans.<\/span><\/p>\n<p><b>On a Black-White Partnership Producing a Film About Racism<\/b><\/p>\n<p><b>Whitney: <\/b><span style=\"font-weight: 400;\">The most important lesson I learned making <\/span><i><span style=\"font-weight: 400;\">Two Towns of Jasper<\/span><\/i><span style=\"font-weight: 400;\"> with Marco [Williams] was when you are working in a cross-race directing partnership, you cannot make something truly honest without ceding control. We can acknowledge the restorative role reparations has played in America with other groups. We can educate ourselves about the systemic harm to communities of color and poor people of all colors\u2014and the link to current barriers\u2014that slavery and white superiority created.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This film can help by showing the journey of a real person, Robin Rue Simmons, in real time, who made it happen in her city and created a blueprint to build on.<\/span><\/p>\n<p><b>Updates on the Reparations Bill<\/b><\/p>\n<p><b>Erika: <\/b><span style=\"font-weight: 400;\">H.R. 40 is stalled from moving to the Senate for a vote, but on December 3rd in Evanston, at Robin Rue Simmons&#8217; First Repair National Reparations Summit, Congresswoman Sheila Jackson Lee [featured in the film] called for President Biden to sign an executive order for H.R. 40.
