While much of the country's attention during the final weeks of June was focused on the Senate Republicans' effort to repeal and replace the Affordable Care Act, the Supreme Court completed its term with a succession of breaking news in its own right. Justice Anthony M. Kennedy, the Supreme Court's most pivotal member, has been reported to be considering stepping down after serving for almost 30 years. He has been the deciding vote in many divisive cases such as Roe v. Wade , which ruled that a woman has the right to an abortion, and Obergefell v. Hodges , which ruled that the fundamental right to marry is guaranteed to same-sex couples . If the 80-year-old justice chooses to retire, President Trump would have the opportunity to build a more solidly conservative bench by nominating a justice to the right of Kennedy. The Supreme Court also partially lifted lower courts’ stays on President Trump's travel ban on June 26, 2017. A stay in a court of law halts progress on legal proceedings. The court will not hear oral arguments on the case until the fall, but in the meantime, the administration will be allowed to enforce the ban on foreign nationals from Syria, Sudan, Somalia, Libya, Iran and Yemen who lack a formal relationship with “any person or entity in the United States.” The Department of Homeland Security said it will communicate with the Departments of Justice and State and pursue implementation of the ban "professionally, with clear and sufficient public notice, particularly to potentially affected travelers, and in coordination with partners in the travel industry." Trump responded in the following tweet and statement:
