Pinochet, in London for medical treatments, is arrested in October on a warrant from a Spanish judge. The judge alleges the general is linked to 34 specific acts of torture after 1988 involving Spanish and Chilean citizens.

Meanwhile, an investigation by the Chilean Truth and Reconciliation Commission identifies 3,200 Chileans and foreigners who were executed, murdered or disappeared. The commission also reports that thousands of others were subjected to extreme forms of torture. Pinochet is placed under house arrest while lawyers debate his possible extradition to Spain.
