Here's the complaint: Some Gore voters said they saw the Republican line, went down one hole, saw the Democratic line and pulled the handle that punches the ballot. However, ballots with holes in the second spot actually count for Reform Party candidate Pat Buchanan.

Those people who reject the complaint say the ballot was approved by a Democratic official and has been used before. They say voters who were confused could have just asked a poll volunteer for help.
