Several 9/11 hijackers entered the United States on student visas, which led to many changes in visa regulations and a sizable drop in foreign students, particularly from the Middle East and North Africa, coming to American colleges. The Patriot Act also made vocational, flight and language-training schools subject to government monitoring. Flight schools, in particular, require foreign students to be fingerprinted and checked against terrorist watch lists.
