The U.S. Senate race was the biggest surprise in this week's congressional primaries. Menendez won the race, but a little- known candidate got almost 40 percent of the vote. Competitive races went mostly to front-runners, with a few upsets. Where do the state budget negotiations stand as the deadline looms closer?
