Charles Ferguson, an expert on radiological and nuclear terrorism at
the Center for Nonproliferation Studies, answered questions e-mailed

Dr. Charles Ferguson is scientist-in-residence in the Washington,
D.C. office of the Center for Nonproliferation Studies. (CNS is part
of the Monterey Institute of International Studies, a graduate
school based in Monterey, California.) Ferguson's areas of expertise
include radiological and nuclear terrorism, ballistic missiles,
strategic arms control, nuclear reactor safety, and loose nuclear
materials. He is coauthor, with Tahseen Kazi, and Judith Perera, of
Commercial Radioactive Sources: Surveying the Security Risks,
