Before Watching

  1. Conduct a debate with students about whether it is ever acceptable to read another person's mail or listen to a private conversation. Do these arguments still apply when the parties in question are governments or countries rather than individual people? Why or why not?

After Watching

  1. This program highlights several moments when secret messages, intercepted or decoded by government officials, entered into diplomatic decisions. Do these circumstances support or change the views that the students expressed prior to watching the film? What values, besides the right to privacy, are involved in these situations? Ask the students to suggest general guidelines for seeking and using information contained in other countries' communications.
