Thirteen days after Hurricane Harvey hit southeast Texas, Ann O’Bannion returned home for the first time. During the storm, floodwaters had risen about six feet over her roof, leaving her home unrecognizable. Harvey dumped 27 trillion gallons of rain on Texas and Louisiana, and broke every record for rainfall from a single storm. It was the first category 4 hurricane to hit the U.S. since 2005.
