In 1999, the Michigan state legislature lifted a law that   required cops serving in the city to live in the city, and the ensuing   exodus has been dubbed the \u201cBlue Flight.\u201d\u00a0But yesterday, one police   officer announced that he was swimming against the tide by moving back   into the city.<\/p>\n<p><em><a href=\"https:\/\/www.pbs.org\/wnet\/blueprintamerica\/files\/2011\/04\/Police_Detroit_crop380w_crop380w1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-1209\" src=\"https:\/\/www.pbs.org\/wnet\/blueprintamerica\/files\/2011\/04\/Police_Detroit_crop380w_crop380w1.jpg\" alt=\"Police_Detroit_crop380w_crop380w\" width=\"380\" height=\"250\" srcset=\"https:\/\/www.pbs.org\/wnet\/blueprintamerica\/files\/2011\/04\/Police_Detroit_crop380w_crop380w1.jpg 380w, https:\/\/www.pbs.org\/wnet\/blueprintamerica\/files\/2011\/04\/Police_Detroit_crop380w_crop380w1-300x197.jpg 300w\" sizes=\"auto, (max-width: 380px) 100vw, 380px\" \/><\/a><\/em><\/p>\n<p>Officer William Booker-Riggs\u2019 decision was spurred by Mayor Dave  Bing\u2019s new incentive program, \u201cProject 14,\u201d which offers vacant homes in  four city neighborhoods to police officers at bargain-basement  rates.\u00a0The\u00a0 neighborhoods all have a large number of empty, inhabitable  homes in desperate need of some tender-loving repair. Officers can  purchase the homes from Detroit\u2019s Land Bank for as little as $1,000  down, and are eligible for $150,000 renovation grants.<\/p>\n<p>The $30 million  project is named after a police code that is used to signal a return to  normal operations, and the tagline of the project is, fittingly, \u201cLive  where you protect and serve.\u201d\u00a0Bing announced that he intends to use a  combination of federal stimulus dollars and private funds to finance the  project, which would include mortgage relief as well as stipends for  renovation.<\/p>\n<p>\u201cProject 14\u2033 is just one piece of Bing\u2019s larger plan to revitalize  Detroit by \u201crightsizing\u201d it.\u00a0 The mayor would like to streamline his  troubled city by closing down blighted neighborhoods and steering  residents into communities that have a better chance of survival. (For  more on this story, see last week\u2019s Blueprint America\u2019s story: \u201c<a href=\"https:\/\/www.pbs.org\/wnet\/blueprintamerica\/video\/shrinking-cities-video-detroit-pays-its-residents-to-move\/1195\/\">Shrinking Detroit<\/a>.\u201d)<\/p>\n<p>So far, \u201cProject 14\u2033 has generated less interest than similar  incentive programs like \u201cLive Midtown,\u201d which targeted suburban  commuters. The mayor says that some 200 officers have \u201cexpressed  interest\u201d in the program \u2013\u00a0 but fewer than 14 have actually signed up to  date.\u00a0Many are hoping that Officer Briggs\u2019 decision inspires other  officers to consider the reverse flight.
