While\u00a0his <a id=\"buc0\" title=\"Nobel lecture\" href=\"http:\/\/nobelprize.org\/nobel_prizes\/economics\/laureates\/2008\/krugman-lecture.html\">Nobel lecture<\/a> may tend towards the wonky (<a id=\"wea2\" title=\"see here\" href=\"http:\/\/falkenblog.blogspot.com\/2008\/12\/krugmans-nobel-lecture.html\">see here<\/a> for a nice explanation of the ideas discussed in the presentation), Krugman&#8217;s op-eds are more reader-friendly for the non global trade experts among us. Even before Obama announced his intention to include massive infrastructure spending in the stimulus plan, Krugman <a id=\"sdw1\" title=\"has been singing\" href=\"http:\/\/www.nytimes.com\/2008\/05\/19\/opinion\/19krugman.html?_r=2&amp;th&amp;emc=th&amp;oref=slogin&amp;oref=slogin\">was singing<\/a> its <a id=\"pv9o\" title=\"praises\" href=\"http:\/\/www.nytimes.com\/2008\/10\/17\/opinion\/17krugman.html\">praises<\/a>. In two more recent pieces for the <a id=\"gj_s\" title=\"NY Times\" href=\"http:\/\/www.nytimes.com\/2008\/12\/01\/opinion\/01krugman.html\">NY Times<\/a> and the <a id=\"xtkx\" title=\"New York Review of Books\" href=\"http:\/\/www.nybooks.com\/articles\/22151\">New York Review of Books<\/a>,\u00a0Krugman calls for\u00a0aggressive fiscal expansion that will be made even better &#8220;if a large part of the expansion takes the form of public investment \u2014 of building roads, repairing bridges and developing new technologies.&#8221; \u00a0The new stimulus plan should &#8220;focus on sustaining and expanding government spending\u2014sustaining it by providing aid to state and local governments, expanding it with spending on roads, bridges, and other forms of infrastructure.&#8221;<\/div>\n<div>While David Brancaccio asks Professor Krugman some tough questions for <em>The Big Fix<\/em>, in the meantime it&#8217;s worth reading other opinions and analyses\u00a0of the stimulus package &#8211; not all so optimistic about the efficacy of fast-tracking infrastructure investment.<\/div>\n<p>&#8212; Conservative think tank <a id=\"be_f\" title=\"The Heritage Foundation\" href=\"http:\/\/www.heritage.org\/Research\/Economy\/bg2222.cfm\">The Heritage Foundation<\/a>, for instance, decries the &#8220;nostalgic embrace&#8221; of the New Deal and says we should take a\u00a0lesson from Japan in the &#8217;90s\u00a0&#8211; infrastructure spending won&#8217;t help our economy. The author worries that substantial impact on the economy would be stymied by\u00a0the lag time between project proposal and implementation,\u00a0&#8220;as well as\u00a0the propensity of the state <span class=\"standardcontent\"><span style=\"font-size: x-small\">and local governments to substitute federal money for already-committed state and local money in order to shift such funds to other purposes.&#8221; <\/span><\/span><\/p>\n<p>&#8212; The <a id=\"qzwz\" title=\"Wall Street Journal\" href=\"http:\/\/sec.online.wsj.com\/article\/SB122956001695816413.html?mod=article-outset-box\">Wall Street Journal<\/a> has a nice break-down of what Obama&#8217;s\u00a0$600 billion economic recovery package will be spent on. The five categories of infrastructure investment are 1) transportation and traditional infrastructure; 2) school construction; 3) energy efficiency, especially in government buildings; 4) broadband Internet access; and 5) health care information technology. The article states there may be opposition to this level of spending from\u00a0Republicans wary of the price tag &#8211;\u00a0&#8220;There is no guarantee that a surge of money will get the economy out of what appears to be the most protracted recession in decades. Consider the failed effort earlier this year with stimulus checks.&#8221;\u00a0Hmmm&#8230; Consider that the problem with the stimulus checks may have been &#8211; as <a id=\"g\" title=\"Paul Krugman has pointed out\" href=\"http:\/\/www.nytimes.com\/2008\/01\/25\/opinion\/25krugman.html?ex=1359003600&amp;en=666576ca1e66bdcb&amp;ei=5124&amp;partner=permalink&amp;exprod=permalink\">Paul Krugman has pointed out<\/a> &#8211;\u00a0that money went to\u00a0individuals who\u00a0stashed the rebate in the bank, rather than buying a flat-screen TV to stimulate the economy.<\/p>\n<p>&#8212; A group of 26 experts from <a id=\"hqr1\" title=\"America 2050\" href=\"http:\/\/www.america2050.org\/\">America 2050<\/a> (an infrastructure think tank of sorts) recently wrote to the NY Times blog <a id=\"wvce\" title=\"Economix\" href=\"http:\/\/economix.blogs.nytimes.com\/2008\/12\/16\/even-more-stimulus-plans\/\">Economix<\/a>, outlining the broad strokes of\u00a0how to improve the nation&#8217;s infrastructure while also stimulating the economy.\u00a0Wary of &#8220;spending as usual, &#8221; the authors call for a &#8220;new level of accountability, transparency, and economic and environmental performance for how this country invests in infrastructure projects.&#8221; Their five part plan consists of 1) fixing existing roads, bridges, etc. in order to quickly create jobs; 2) phased planning that allows time for strategic project development, job training and capacity building; 3)\u00a0the prioritization of &#8220;green&#8221; projects; 4) investment in job training programs; and 5)\u00a0funding for analysis of project outcomes. To oversee this process, they propose a National Recovery and Renewal Council that would report directly to the White House and consist of representatives from both public agencies and the private sector.<\/p>\n<div>\n<div>&#8212; A big question for the Obama administration will be exactly what projects to spend this money on &#8211; and the options are <a id=\"xv25\" title=\"hotly debated\" href=\"http:\/\/www.boston.com\/news\/nation\/articles\/2008\/12\/19\/transit_funds_present_quandary_for_obama\/\">hotly debated<\/a>. Representative Jim Oberstar (D-MN) who is Chairman of the House Transportation and Infrastructure Committee (as well as a representative of the state where the I-35W bridge collapsed in 2007) says the priority should be to create jobs quickly and &#8220;to do that, we have to rely on projects that are ready to go to bid under existing formulas.&#8221; Often, these projects focus on roads and highways rather than mass transit and some environmental lobbying groups are pushing for the prioritization of greener initiatives.\u00a0Those folks may be pleased with Obama&#8217;s <a id=\"r0f5\" title=\"newly announced Secretary of Transportation\" href=\"http:\/\/www.chicagotribune.com\/news\/nationworld\/chi-lahooddec18,0,4429068.story\">newly announced Secretary of Transportation<\/a>, Rep.
