{"id":3499,"date":"2008-11-07T15:26:57","date_gmt":"2008-11-07T19:26:57","guid":{"rendered":"https:\/\/www.pbs.org\/wnet\/wideangle\/?p=3499"},"modified":"2009-03-09T17:39:27","modified_gmt":"2009-03-09T21:39:27","slug":"chinas-new-human-rights-initiative","status":"publish","type":"post","link":"https:\/\/www.pbs.org\/wnet\/wideangle\/uncategorized\/chinas-new-human-rights-initiative\/3499\/","title":{"rendered":"China&#8217;s New Human Rights Initiative"},"content":{"rendered":"<p>In the face of international criticism for its human rights record, including on behalf of President-elect <a id=\"o7f5\" title=\"Barack Obama\" href=\"http:\/\/www.barackobama.com\/pdf\/FactSheetChina.pdf\">Barack Obama<\/a>, China announced on Tuesday that it will draft its first &#8220;national action plan&#8221; on issues such as torture and freedom of speech. <a id=\"hdba\" title=\"Xinhua News Service\" href=\"http:\/\/www.chinadaily.com.cn\/china\/2008-11\/04\/content_7173180.htm\">Xinhua News Service<\/a>, the official mouthpiece of the Communist Party, reports the plan will be a blueprint for &#8220;expanding democracy, strengthening the rule of law, improving people&#8217;s livelihood, protecting rights of women, children and ethnic minorities, and boosting public awareness of <span class=\"hit\">human rights.<\/span>&#8221;  It is to be drafted by a panel of governmental, non-governmental, legal, and academic bodies.<\/p>\n<p class=\"loose\">Professor Zhao Zhengqun, one of the academics serving on the panel, <span class=\"hit\">says <\/span>this move reflects a <a href=\"http:\/\/www.scmp.com\/portal\/site\/SCMP\/menuitem.2c913216495213d5df646910cba0a0a0\/?vgnextoid=8f976331e286d110VgnVCM100000360a0a0aRCRD&amp;vgnextfmt=teaser&amp;ss=China&amp;s=News\" target=\"_blank\">watershed moment in <\/a><a href=\"http:\/\/www.scmp.com\/portal\/site\/SCMP\/menuitem.2c913216495213d5df646910cba0a0a0\/?vgnextoid=8f976331e286d110VgnVCM100000360a0a0aRCRD&amp;vgnextfmt=teaser&amp;ss=China&amp;s=News\" target=\"_blank\"><span class=\"hit\">China&#8217;s<\/span> attitudes<\/a> towards <span class=\"hit\">human  rights<\/span> issues: &#8220;The safeguarding of <span class=\"hit\">human rights<\/span> had long been  regarded as a liability brought by international treaties, but the action <span class=\"hit\">plan<\/span> indicates that the government is now committed to that cause<span class=\"hit\">.<\/span>&#8220;<\/p>\n<p class=\"loose\">But critics are dismissing the initiative as a public relations ploy, aimed at <a id=\"o-xt\" title=\"pre-empting further criticism\" href=\"http:\/\/www.ft.com\/cms\/s\/0\/ac8f9ad8-aa8a-11dd-897c-000077b07658.html\" target=\"_blank\">pre-empting further criticism<\/a> of China&#8217;s human rights record when it faces a review by the United National Human Rights Council in Geneva next February. <a id=\"h39s\" title=\"Jerome  Cohen\" href=\"http:\/\/www.latimes.com\/news\/nationworld\/world\/la-fg-rights7-2008nov07,0,2674520.story\" target=\"_blank\">Jerome  Cohen<\/a>, a senior fellow at the Council on Foreign Relations, says, &#8220;Most international observers who follow <span class=\"hit\">human  rights<\/span> in <span class=\"hit\">China<\/span> consider this mostly eyewash. It  would be wonderful if the Chinese government would open up and discuss concrete  cases.<span class=\"hit\"> Human  rights<\/span> watchers want to talk about reality, not principle.&#8221;<\/p>\n<p class=\"loose\">China has come under intense scrutiny for a number of human rights abuses this past year, including a violent crackdown on protesters in Tibet in March and increased repression of petitioners and rights activists in the lead-up to the <a id=\"mx\" title=\"Beijing Olympics\" href=\"http:\/\/www.freedomhouse.org\/template.cfm?page=428#2\" target=\"_blank\">Beijing Olympics<\/a> in August. The Chinese government was especially embarrassed when human rights activist <a id=\"q15r\" title=\"Hu Jia\" href=\"http:\/\/news.bbc.co.uk\/2\/hi\/asia-pacific\/7686026.stm\" target=\"_blank\">Hu Jia<\/a>, sentenced to three and a half years of prison for speaking out publicly about AIDS and about environmental issues, won the European Union&#8217;s prestigious Sakharov Prize for Freedom of Thought. June 2009 will mark the 20th anniversary of the Tiananmen Square massacre, which could provoke additional pressure for the government to improve its human rights record.<\/p>\n<p>The news of the action plan came on the same day that the advocacy group <a id=\"hmb2\" title=\"Human Rights in China\" href=\"http:\/\/www.hrichina.org\/public\/contents\/press?revision%5fid=73355&amp;item%5fid=73326\" target=\"_blank\">Human Rights in China<\/a> reported on the disappearance by government officials of one of China&#8217;s first independent candidates in local elections.<em><strong> <\/strong><\/em><\/p>\n<p><em><strong><br \/>\nWide Angle&#8217;s <\/strong><\/em><strong><a id=\"z26o\" title=\"The People's Court\" href=\"https:\/\/www.pbs.org\/wnet\/wideangle\/episodes\/the-peoples-court\/introduction\/162\/\">The People&#8217;s Court<\/a> <\/strong><em><strong>reported on the lengths to which Chinese people must go to obtain justice in the country&#8217;s present legal system.<\/strong><\/em><strong><em> <\/em><span style=\"font-weight: normal\"><br \/>\n<\/span><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In the face of international criticism for its human rights record, including on behalf of President-elect Barack Obama, China announced on Tuesday that it will draft its first &#8220;national action plan&#8221; on issues such as torture and freedom of speech.
