Some experts believe New York Governor Nelson Rockefeller's 1966 re-election campaign may be the first where television advertising made the difference. With Rockefeller's popularity sagging, his advertisers decided not to use him in ads. Instead they came up with clever ways to bring attention to the Governor's policies. One ad on water quality featured an interview with a fish.
