Are the Troops Ready?

The condition of America's armed forces has become a major issue in this year's presidential campaign. George W. Bush claims that the Clinton administration has let morale and readiness slip; Al Gore counters by saying that America's military remains the strongest in the world. One thing is beyond doubt: during the 1990's, the armed forces have undertaken more and more missions on a shrinking budget. But have morale and readiness really been undermined? What is the state of the nation's military? And are there problems that money alone can't solve?
