In 1995, the accounting industry's allies in Congress pushed for tort reform, including a law to curb shareholder lawsuits. But less risk for accountants, among others, critics said, would mean less of a deterrent to wrongdoing. "The accountants were the big winners with the Litigation Reform Act," says former SEC Enforcement Chief Richard Walker.
