Michael Moore took a simple idea -- suing the tobacco industry on behalf of taxpayers for state Medicaid expenses -- and turned it into a war against the tobacco industry. His efforts on behalf of Mississippi taxpayers led to a crusade around the country, where he convinced other attorneys-general to sue the tobacco industry. These lawsuits eventually threatened the industry enough that they decided to settle. It is still unclear whether Congress will enact a settlement, but Moore's efforts have forever changed the debate over Big Tobacco.
