But there will be some difficulty if the industry cannot be made to support the bill or some other form of Congressional solution. It is certainly in everyone's interest to get some form of resolution through Congress this year.


The windfall of tobacco money could be very good for the Clinton Administration budget. It is in their interest to broker a national deal and use the money for the public health of the country.


Because the percentage can be as high as 25% and the potential settlement in the tobacco cases is $368 billion dollars, the lawyers stand to make huge amounts of money, in the billions of dollars.
