Access to Public Health Community This card has proved very powerful throughout the tobacco debate. The public health community has been criticized in the past for not being daring enough in their strategy for taking on tobacco. But politically, the United States public has become more and more aligned with the public health community and their opposition to tobacco use. They have been extremely adept at focusing the issue on children and teens and separating that issue from adult use of tobacco.
