What's In It For The White House

The Clinton Administration is in favor of a national resolution to the tobacco issue, but they don't want to appear "soft" on big tobacco. This issue has been good for Clinton and Gore, since they have both emerged as leaders. In addition, the windfall of tobacco money could be very good for the Clinton Administration budget. It is in their interest to broker a national deal and use the money for the public health of the country. Clinton and Gore both played strong roles behind the scenes in getting the industry to the table and convincing the Attorneys General to meet with big tobacco back in March of 1997.
