Created by architect Michael Arad, the memorial is scheduled for completion in September 2009. This rendering shows the below-street level of the original memorial design where visitors would descend into a quiet space — away from the sounds of the noisy city — and view the names of victims on stone walls. But some victims' family members opposed the underground listing of names. Put It Above Ground petitioned the Lower Manhattan Development Corporation for "the names [to be] raised to the light of day." When the budget for the memorial almost doubled, the rooms below street level were redesigned to save money. One of the features that was lost was the listing of the names underground.
