1977 - President Carter appointed Alfred Kahn to head the Civil Aeronautics Board. Kahn de-regulated passenger air travel which increases traffic volume, reduces fares, and decreases the number of empty seats on airline flights. 1978 - Carter appointed Kahn as “inflation czar.”
