'The River Needs More Room' A great debate arose over how to prevent a repetition of the 1927 flood. Major General Edgar Jadwin, chief of the U.S. Army Corps of Engineers declared: "The river needs more room, which should be given to it laterally rather than vertically." Under the Jadwin Plan, not only would levees be repaired and strengthened, water would be allowed to spill off through manmade crevasses and manmade flood channels called "spillways."
