In a stunning reversal, President Trump criticized President Putin this week by implying that Russia is losing the war in Ukraine, questioning the Kremlin's military strength, and going so far as to say that Ukraine could win back all of its lost territory. 

Meanwhile, the Trump administration has ordered government agencies to prepare for mass firings if a funding deal is not reached ahead of next week’s deadline.
