I'm Robert Costa. And welcome back, Congress. Did the week away help Senate Majority Leader Mitch McConnell make his health care pitch to wary Republicans? Or did vocal constituents lining parade routes tip the scale in the other direction? McConnell -- and the Trump administration -- want a win... fast. We'll learn more in the coming days about where the GOP replacement for Obamacare stands.

And we could hear more this week about how state governors feel about the planned roll back of Medicaid spending. Over 30 governors are heading to Rhode Island this week for the summer meeting of the National Governors Association.

There's also another political hot potato in Congress... The Senate Judiciary Committee will hold confirmation hearings for Christopher Wray, the man President Trump nominated to head the FBI after firing James Comey in May. You can expect some tough questions from both sides of the aisle. As the FBI continues its investigation into potential coordination between the Trump campaign and Russia during last year's election, senators will want to know if Wray can maintain his independence from the Trump administration.

Speaking of the president... After a few days back at the white house after the G-20 summit, Mr. Trump is heading back to Europe at the end of the week. He'll be marking Bastille Day with French President Emmanuel Macron and reaffirming the U.S. relationship with one of our closest allies. And we'll finally get an answer to the question: Do strong handshakes really make strong friendships?
