He is a retired special agent who worked for the criminal investigation unit of the IRS in California for more than 25 years. Part of his work involved looking into money laundering and other financial crimes committed by drug kingpins.

Sheriff of Mendocino County, Calif., Allman has developed an innovative -- and radical -- program to regulate the growing of legal medical marijuana while continuing to eradicate illegal plants.

As Oakland's city attorney from 2000 until June 2011, Russo represented the City Council as it sought to issue licenses for the industrial production of cannabis.
