Seeing a need for the citizens of Philadelphia to protect themselves and their property, Franklin published a pamphlet called "Plain Truth," in which he proposed the formation of a Philadelphia militia. After a number of public meetings and additional articles in the Gazette, an "Association" or militia was formed that eventually grew to over 10,000 volunteers from the Pennsylvania colony.
