'A Wonderful Vision'
In the mid-seventies, Massachusetts Secretary of Transportation Fred Salvucci became intrigued by the radical notion to put the Central Arterythen carrying some 200,000 cars per dayunderground. "It was a wonderful vision," Salvucci said later, "and I couldn't get it out of my head." Initially skeptical of what would be the largest urban highway project ever, Governor Michael Dukakis embraced the plan in 1984.
