Seeking Consensus

Seeking Consensus

Together, Dukakis and Salvucci undertook a massive campaign to build support for the plan. Tailoring the project to community concerns soon took a bureaucratic label: "mitigation." In hundreds of meetings and arguments over matters great and small, Bostonians ranging from residents and storekeepers to Fortune 500 executives, explained to officials how construction would hurt them.
