Seeking Consensus
Together, Dukakis and Salvucci undertook a massive campaign to build support for the plan. Tailoring the project to community concerns soon took a bureaucratic label: "mitigation." In hundreds of meetings and arguments over matters great and small, Bostonians ranging from residents and storekeepers to Fortune 500 executives, explained to officials how construction would hurt them. Compromises were reached, and in the end, planners estimated one-third of the project's cost would go to mitigate problems presented by the community.
