Dean Rusk (left) A consistent war hawk and proponent of military action against the Vietnamese Communists throughout his tenure, Dean Rusk served as secretary of state from 1961-68 under Presidents Kennedy and Johnson. His public defense of U.S. actions in Vietnam made him a frequent target of anti-war protests.
