Glantz has lobbied extensively in California for reform of cigarette laws. He and other local activists are responsible for the recent passage of a ban of cigarette smoking in bars. Glantz is opposed to a national settlement and believes that the cigarette industry can never be trusted to comply with any national deal. He argues that the best way to defeat tobacco is on a local level with local laws. While he doesn't favor prohibition, he is in favor of changing cultural attitudes about smoking.
