Al Gore is the Vice President of the United States and formerly a senator from Tennessee, a tobacco state. His intervention was key to convincing President Clinton to support tobacco as an issue. His sister died of lung cancer, and he had made the decision long ago to fight for control of the tobacco industry. He hand carried the FDA's proposed regulations to President Clinton.
