VIEW: These images were recorded on and under the Chesapeake Bay, one of America's great coastal estuaries.

And the pictures taken under the Bay's waters are scary.

Correspondent Hedrick Smith has spent 30 years fishing, crabbing and sailing along its shorelines. The clip is from his recent investigation into why the Bay is in such trouble.

Obama has now appointed J. Charles Fox (he's at the end of this clip) to help lead the new federally-directed Bay clean-up program.

Fox told Smith that cleaning up pollution "...all comes down to the question of political will."

The Washington Post picked up on that in an editorial, saying -- good, "We're eager to see how that will manifest itself now that Mr. Fox is in a position to turn that sentiment into action."
