A man selling two puppies on the side of the street. Technically pets are illegal in Iran. But that doesn't stop people from buying cats and dogs -- even if it means buying them from a shady dude! And for some reason pet food isn't illegal. So you can actually buy pet food in most stores. -- Life Goes on in Tehran

Markets for anything one wishes to purchase exist everywhere and always.

If it be illegal drugs, prostitution, or bread. If there is a demand there will be a supply. Efforts to ban the supply will always embolden those willing to take the risk of supplying the demand.

Over 100 will die by [hypothermia] in Canada? Ok. This is surprising why? Canada is a pretty cold country. And there are many people all over the world that die of hypothermia each year. Many are not homeless, just recreational outdoors people that get in over their heads. I'll bet alot of these people are classified as "homeless". Seeing as how there are thousands each year that sell all their belongs, housing, autos, etc. and go live in the wilderness. I live in a county in NC that is 3/4rds national forest. I see these people everyday. They are hardly impoverished. Just making a life choice that sometimes kills them.
