Tapping the Colorado Engineer Charles Rockwood recognized that if water could be coaxed away from the Colorado River, the dry southwest could be irrigated, supporting crops year round. His California Development Company dug a series of canals that routed water from the Colorado to the fast-growing Imperial Valley. But in 1904, the new settlements were overwhelmed by massive Colorado River flooding.
