Politicking for Power and Water To contend with continual flooding on the Colorado River, Arthur Powell Davis, director of the U.S. Reclamation Service, proposed the largest dam in the world, which he asserted would end the lower valley flooding and provide plenty of water for irrigation during dry season. President Herbert Hoover, who had played a pivotal role in marshalling congressional support for the project, signed the enabling legislation in 1929.
