In his last major speech as chief executive, Republican Gov. Glenn Youngkin will address both chambers of the Virginia General Assembly in Richmond on Wednesday.

Youngkin is term-limited to one four-year terms. Democratic former U.S. Rep. Abigail Spanberger, who won Virginia's gubernatorial race in November and will succeed him as the state's first female governor, will be inaugurated Jan. 17.
