The Associated Press and FRONTLINE are gathering, verifying and documenting evidence of potential Russian war crimes in Ukraine, including attacks on hospitals, schools and residential areas along with other violations of international humanitarian law. We will be updating War Crimes Watch and publishing stories on an ongoing basis.

The team began by examining attacks on medical facilities. Since the start of the invasion on February 24, AP and Frontline have verified 22 attacks on hospitals, clinics, ambulances and medical workers.

The Associated Press and Frontline have consulted with experts in international war crimes law to understand what separates a violation of international law from collateral damage from war. The news organizations are gathering reports of potential war crimes in Ukraine from myriad sources, including reports from AP’s own reporters, other news organizations, social media posts, international human rights organizations and Ukrainian officials and human rights groups.

For reports that have not been witnessed by AP journalists, a team of AP reporters works to verify the events. Reporters use a variety of web tools to geolocate images posted on social media, compare them to earlier photographs or satellite imagery and confirm their veracity. Journalists seek out corroborating social media posts and published witness accounts, and seek out and interview additional witnesses to the events. And AP looks for official confirmation of attacks from organizations such at the United Nations.

Only after an event that is a potential war crime is independently confirmed by the AP do we include it in our War Crimes Watch database.
