I have the honor [inserted: with great defference] to submit some parts of business in the war department  which appears proper to be mentioned to the legislature at [struck: their next se] the ensuing session Arsenals are exceedingly wanted in the middle and the southern states for the well orderng of the military stores [struck:  in possession of the U.S.] But as this is a publick [struck: subject] [inserted: subject] [struck: I have not] it is omitted for the present =
