Sir
The General Officers who were directed by Your Excellency
to view the [struck: grounds] most proper place on West point
[inserted: to erect] [strike-out] a magazine, desired me to
report that such it is their opinion that the hollow [strike-out]
west of Fort Clinton under all circumstances is the best place
to that purpose.
