Report on Lebanon War Finds 'Failures' in Israeli Leadership

Israeli tank A final report on Israel's 2006 Lebanon war issued Wednesday that had threatened to derail Prime Minister Ehud Olmert's government found "failures and shortcomings" by Israel's political and military leadership.

Retired Judge Eliyahu Winograd, who led the commission that conducted the inquiry, called the month-long conflict a "great and grave fumble" with no clear victory over Hezbollah.
