Iran vowed Tuesday to seek "important changes" in a United Nations plan that would require it to ship its enriched uranium out of the country for processing abroad, raising alarm among Western governments involved in nuclear talks with the country.

Iranian officials said that even if the country agreed to a U.N.-sponsored proposal, it would likely not ship its supply en masse.

After the International Atomic Energy Agency released a report saying Iran's suspected research into nuclear weapons remained "a matter of serious concern," analysts examined what actions the international community should take.
