The Groundhog Day blizzards of Jan. 29 and Feb. 3 killed 38 people and caused $1.8 billion in damage. Chicago, a city well-accustomed to snow management, closed schools for the first time in 12 years. It also closed its famous Lake Shore Drive after almost 20 inches of snow. See more.
