Nehal Bhuta is Arthur Helton Fellow in the International Justice Program at Human Rights Watch. He has been following justice issues in Iraq since 2003, when he was a coinvestigator in a lengthy interview study about Iraqi attitudes towards justice and reconciliation. Since that time, he has continued to keep a close watch on the development of the Iraqi Special Tribunal, including through meetings with tribunal staff and Iraqi government officials. Since October 2005, he has spent 4 weeks in Iraq observing the trial and researching the court.
