Speaking in the White House Rose Garden, Biden said the ADA "is a testament to the character of our people, to the country. It's proof we can work together and keep moving closer to realizing the promise of America for all Americans."

Biden said the law, passed in 1990, is also an example of the United States leading a global model, inspiring 180 other nations to pass similar disability legislation.

The president said despite the advances in the 30 years since the law was passed, disabled Americans still face an uphill battle when it comes to employment and wage equality.

Biden said his administration has been working to end "unjust sub-minimum wages" and through legislation like the infrastructure law, making big advances in accessible transit and access to high speed Internet.

Biden said COVID-19 has also hit the disabled community "especially hard," and said his White House continues its work to help those affected by the pandemic. Last year, the Biden administration took steps to allow long-COVID-19 to be considered a disability under the ADA.

But the president said his event was also a celebration, and an acknowledgement that the movement is not just about disability rights, but about disability pride.

"It's about recognizing disability isn't something broken to be fixed. For millions of Americans, their disability is a source of identity and power," Biden said.
